Yes you can apply.Your percentile is less. The GDPI shortlist is prepared on basis of overall profile. You should have a very strong academic and extra curricular profile to get a call

You can apply as BITS MBA has no minimum score required. We shortlist candidates for GDPI based on overall profile.
But as your CAT %ile is low the chances of getting a call is low.
