Yes you can definitely apply for Govt job with you three years graduation degree.
There are lots of opportunities available to you in government sector for graduation candidate.
You can give staff selection organised CGLEI. Further, you can sit for bank exams. IAS is a bit tough but you

Your degree must be recognized from UGC approved university then you may apply for govt job
