Hi Saurabh,
To pursue Ph.D in Hindi the minimum requirement is a Masters degree and without which it is not possible to pursue a Ph.D. In Hindi to pursue PhD, it is advised to acquire a M.A. in Hindi from a recognized University first and then you may opt for the PhD or may write NET to qualify for

If you have not completed PhD in Hindi, go for MA Hindi and then try for PhD based on NET/equivalent exams
