    Dear Akansha,
First of all, congratulations for getting a decent rank in AKTU.
I will suggest you to go for every round of counselling. Your seat in KIET will not be affected if you choose float option until you get a seat in a higher choice of college.

Congratulations on getting KIET. It depends certain factors, if you got a branch of your choice and you have filled other Branches in IET; KNIT; BIET. Then, for sure freeze the KIET don't upgrade. Main Advantage is KIET with it is in Delhi NCR region KIET has good placement records. KIET is Top 5 colleges in Uttar Pradesh and Ranked 2nd in AKTU (UPTU) acc. to results (academic score).

Why withdraw, do you have any other option except AKTU. If you don't have any other option rather than AKTU relax, the college which you have got is not a bad one and if it is a fee waiver seat then it is too good. Do little research on google about BIET and read review of the college on Shiksha.com.
Personally I would suggest you to freeze the seat. But you have a good rank and you may get into IET. If you are willing to get into IET do float. If you don't want to take risk you can freeze and currently you have a good option as KIET.

I think you should upgrade. There is 80% chances you can get better college than KIET.
