Sir my jee mains approximately score will be 150 & i will get 90% in PCm group in HSC exam, Will I get govt engg college ?

If your guess is as good as you are saying then definitely you will get Govt Engg college but which branch, difficult to say. If you score 150 in JEE-mains, you will be shortlisted for JEE-advance. prepare well and try to get NIT or IIT.
