All India does not have OBC quota cutoff they are all general seats.

There is no provision of reservation for all India seats i.e. All India seats are treated as general category seats. However, cutoff %ile for All India seats was 99.23.

Actually there is no reservations in All India Quota. All candidates are considered at same level. This year cutoff for All India quota was 99.23 percentile.
