Sir, without JEE Advance can a student take a admission in IIT, Kharagpur? I have just completed 12th from BSEB with 69.8%.

    No, for admission you should qualify JEE Mains and advance.

    You should give first JEE Mains & then JEE Advanced to qualify with good marks. Mainly, criteria of eligibility for JEE Main is that open category students at least need 75% score in board exams. Also, OBC category students must have obtained 65-69% marks in board exam. So check with your eligibility firstly. Best wishes for me.
