Successfully complete B. Tech 1st and 2nd year. Now I want to Change university. How ?

I have completed my B. tech from Manav Bharti University (Himachal Pradesh), just 2 years, (1st, 2nd, 3rd, and 4th semester). i want to change university. transfer to any govt or private university in west bengal. how it possible and what is the procedure ? It will be any problem during my campusing
