The recent rule of DT Maharashtra for not accepting the outside Maharashtra students for MS/PGDM, is applicable to which colleges?

That rule is only applicable for the colleges which are Government based like government colleges and government universities in Maharashtra, but this is not applicable to the private colleges which are residing in Maharashtra.

The rule is applicable for Government aided autonomous colleges/University departments which includes JBIMS.

No. Sydenham being the non-autonomous government college and Somaiya being a private college have 15% all India seats quota.
