hi palak...my thumbs up would be for a phd program in usa. not only u get the best of education but all almost free of cost. u can avail upto 100% scholarship...on studies as well as boarding and lodging. ypour first step should be the prep of GRE and IELTS/ TOEFL.

No, I don't think it to be a better idea. Preferably try to do PhD form Indian itself as you will find it doing easy and better from the point of view of career.
