There's a vast diff. betw. college fees of general & SC/ST/BC category students, does govt. subsidize colleges for remainder of fee?

For e.g., a local college charges general category student about Rs40k/semester for degree course in engineering discipline, but for the same course, SC/ST/BC category students are only charged about Rs 3k/semester. So was wondering if the government subsidized the college for remainder 37k?
