Thinking for a MS in Adaptive intelligent systems or embedded systems.? Would Germany be a better option.??

I have completed my B.E in ExTc and have done 3 projects based on Embedded systems. I would like to know whether M.S in Embedded or Adaptive Intelligence which 1 is good and is Germany a better option as i hav heard education is free there. Which is the suggested course and country.?? Please guide.
