This 27.3 lakhs is including SPL and PPL or only for CPL? Is this amount is including all expenses?

The fee for CPL is always inclusive of SPL and PPL.
SPL will be issued by Flying school itself and PPL you will have to get issued by DGCA, after you finish it's requirements.
It is no necessary to get PPL issued because in any case you are pursuing for CPL and you will be given all the privileg
