The number is correct...try adding a '0' in front of it. I tried it myself...it was busy but it existed. Other numbers on which you can contact the university are:
+91 - 2717 - 241900 to 04
+91 - 2717 - 241911 to 15
+91 - 2717 - 241916 - 17
