This rules applicable to other states or only for Karnataka local student & I've a 2nd doubt, are there any special rules for other states?

I completed my Diploma in textile technology from Guntur (DT), in Andhra Pradesh & want to improve my skills and education. So, I preferred that Karnataka is a good option for a skilled student & I found it perfect for me. Can you guide me for the same?
