till what rank can we expect to get admission in delhi college of engineering and punjab engineering college?

what is the rank till which we can expect admission in DELHI COLLEGE OF ENGINEERING(DCE) and PUNJAB ENGINEERING COLLEGE for B.E./B.TECH.? Is it that we can change the branch in the 2nd year in every college including DCE and NITs?
