To do btech from small college and then prepare for gate for mtech is a good choice?

GATE is tough competitive exam. If you do BTech from a college which lacks good faculty and facilities then your learning will be poor. This will reduce your probabilities of success in GATE. Therefore, your proposal does not look good.

If you plan to skip college and rather study at a coaching centre. Small colleges usually don't have proper faculty or means for students. You will have a hard time understanding even basic concepts let alone the preparation of GATE.
