to know about qualification to write prelims exams

sir,i am studying inter first year in bi.p.c but i want to write prelims exams .can u suggest me how to appear for prelims.what should i do after second year.in degree which group i have to select.is any institutes giving coaching from degree.if any give details.my address is vijayawada A.P
