Transfer after 2nd year of BE.is that possible?

My name is Arjun. I'm studying btech 2nd year in Andhra Pradesh. i got to know from my friend that there is an option to transfer to abroad college? Is that true? If true, do we write any exam. What is the process for transfer? pls provide information.
