UPSC-IFS examination Eligibility ?

Kindly tell me about DEC approved univ's offered BSc in environmental science by distance manner ? Also if I complete this in the age of 27,then can I eligible for UPSC-IFS examination. As iam at present going to complete my ba next year, and I have completed mine 10+2 with PCB ?
