Yes, you can get hostel facility ( PG ) and mess facility near to the college. -
There are rooms available but mess facilities aren't much there. It's better and safe to live in hostel in first year, later if you want you can get converted to a dayboader in 2nd year. Vellore might not be a costly city, but living separately would cost you more than living in hostel plus you have your friends to accompany you. -
Yes, you have all the facilities even outside VIT campus. But I guess there is a policy in VIT that freshers will not be allowed to stay outside the campus without proper approval or reason. Please check with the administration team and plan accordingly.
