want to do PHD from RUSSIA/USA please guide me to search the good university and also i dont have more money so how i apply for scholarship?

i have done graduation this year and doing msc in forensic science and criminology .After completing my masters course i want to do PHD from USA/RUSSIA.And im also preparing for NET exams .As theres not much scope for forensic in india so i want to do PHD from USA/RUSSIA .please guide me.
