Hi,
In order to pursue Phd, from universities abroad, you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.

Nobody is going to fund your Ph.D in French language unless you are working in a government department like External affairs ministry or RAW that you can be sent for advance language research. Secondly, for study in France IELTS is not required as it is an English proficiency test.
