What actually the admission committee(like research papers,cgpa etc)sees in an applicant for their (Tier-1)universities in U.S.A and U.K?

Please give information about Tier-1 universities only.I have cgpa of 8.5. How many Research papers should I have to publish in order to get admission.What is average cgpa(in indian terms) of successful applicants.Will having a patent improves my chances.Where can I find Material for GRE,TOFEL ?
