Subjects like foreign investment and certain other optional subjects are related to commerce in the syllabus of ias .
however, they way u learn them at university may be completely different.
masters is not necessary.
just invest the same time in preparation.u will be benefited in a better way.

It would SURELY be better if you do your post graduation first because that would stand for your career in both instances i.e. if you succeed in UPSC exam or even if you are not able to succeed in it. By doing post graduation you can build on an alternative career if you do nto pass through the rigo
