What all are the universities abroad that provide stipend while pursuing for a PhD in Medical Microbiology instead of charging fees?

I am planning for doing a PhD in Medical Microbiology. I heard there are universities abroad that offer stipends instead of charging fees while doing PhD. It will be of a great help if anybody can provide me with the list of universities/institutes abroad that offer a stipend while doing a PhD.

If you want scholarship during your Doctorate. Please apply for fellowship by giving GRE. The score of GRE will decide your fellowship.
