Anybody can learn it but if you know English that would be helpful. You can inquire about the levels by contacting the college authorities.

In the course for certificate in Spanish, you will get to learn the basics of Spanish but for the full fledged knowledge you need to do diploma. For understanding Spanish you require the knowledge of English as well. One must know basic English in order to learn any such foreign language because the words are somewhat extracted from English. Upon the completion of the course you will be able to read,write and speak in Spanish as well.
