What and How to get The interdistrict Trasfre in UP Basic Siksha from Banda U.P. to Noida

My wife is working in basic Siksha as Primary School Head in Banda , U.P. I am living in Noida . My wife initiated her Tranfer Application in 2008 and it is lying with Secretary, Basic Siksha, allahabad. We have visited allahabad office and written letter to Secdone number of visit to allahabad.
