What are CAP and non-CAP seats in admissions?

Centralized admission process (CAP) is conducted by CET cell, Maharashtra, and seats it allots called CAP round. It includes open, reserved category, JK, and PWD. Non CAP seats includes Institute level seats, CIWG/ NRI/ PIO/OCI and Foreign students.

what are institution level seats? do all colleges include such seats in maharashtra?
