What are my chances of getting a call from this college with with 83.15 percentile in CMAT? I belong to open category.

You'll be eligible for the further GD/PI rounds. But according to last admission process, they shortlist the students mostly above 90 percentile for admissions. Hope this helps. All the best!

Category is not the constraint for PGDBM, but still chances of getting a call is little tough.

You should apply through the PGDM forms. 50% is the eligibility criteria.
