At this low CAT score, its hard for you, since you have a category advantage which may help you to get GD/PI call, rest your performance would matter in GD/PI.

You may have a chance. But admission doesn't only depend on marks or percentile, you have to perform well in your group discussion and PI.

You can get into the BTech courses offered by IIT (ISM) Dhanbad through JEE Mains. However, JEE Mains isn't enough. One must clear JEE Advanced to get into any of the IITs. The same applies to the IIT Dhanbad admissions as well. To summarise:
IIT Dhanbad BTech Admission = Clearing JEE Mains + JEE Advanced + Participating in JoSAA counselling for seat allotment.
