What are my chances of getting admission in a government college for pursuing CSE?
My JEE Mains OBC-NCL rank is 16143 and my class 12th percentage is 95.60. I have completed class 12th from RBSE.

Your marks in 12th do not get counted during the process of admission. Your OBC rank is reasonably good. I feel you should get admission in a government college. I am attaching a link that will predict colleges for you.
