What are my chances to get admission in Cali State University in USA or any good university in Toronto, Vancouver or Canada?
I scored 61.68% in computer Diploma in 2006, 54% in BE (computers) in 2009 and 300 overall in GRE and 7 bands in IELTS. I have 7 years of IT experience.

Your grades are not the very best and so is your GRE which is not too high. I would have recommended you to take the GRE. Another advice check universities in Australia or NZ. US or Canada will be too competitive for you. If you have a very impressive statement of purpose you may still get through. Visit the university websites you are interested in and take a look at the average GRE scores of admitted students. You should also email the universities before submitting your application.
