What are my chances to get into IET-Lucknow in 3rd-round of UPSEE 2018? My general rank is 2616. In 2nd round-I've got IT at KNIT.

Yes, probably there is a chance of getting IET in 3rd round for core branches. CSE/IT will be tough to get there. -
You can easily get the college in the third round of the counselling but I'll suggest you fill up all the choices as once you get into this college then you can easily get the desired branch as there is an internal upgrading of students before the spot round of the counselling.
