what are recruting rules as per aicte in the year 1986 is it B.Tech or M.Tech in the branch of engineering for lecturer/Asst. prof in ECE

Dear sir, Ihave appointed in an private engg college with M.Sc. and M.Tech both first class degrees in electronics in the year 1986.That time aicte use to say B.Tech or M.Tech in the relevent branch of engineering for appointments. But now the aicte says B.Tech and M.Tech in the relevent branch.
