Every country has its pros and cons and also it depend on what exactly you are planning to study and where you want to settle. Australia is slightly expensive than Canada and you have to complete two academic years to gain the work permit which is overlooked by many. Canada on the other hand is very selective and if you don't have high academic grades chances to study in Canada is less. In terms of acceptance rates Australia has more options.

Yes taking German Visa without IELTS is possible. If the university accepts your MOI and gives you an admission letter, the embassy usually accepts it too.
