What are the best colleges to do Ph.D, in India in the field of Mass Communication or Science communication ?

I have a CGPA of 9.65 and im a gold medalist in M.Sc. Electronic media (5 years, Integrated) from Anna University. I'm looking for a college to do my Ph.D. in Mass Communication or Science Communication. I Have no work experience, im planning to do full time PHD.

PhD is done in University and not in any college. Why not approach Anna University itself. Quality of PhD thesis is important more than the University
