What are the best possible colleges to get at 85000 rank in iit mains ?

I am getting 75 marks in jee main and 85% in ISC belongs to OBC-NCL UP,and expected rank is around 85000. So I want to know what are the best possible colleges for me,Is there any govt. college available at this rank? I want to do B.Tech in CS. Thanks
