Apart from IIT, top colleges for civil engineering are National Institute of Technology, R. V. College of Engineering, Delhi Technological University, College of Engineering Pune, UPES Dehradun, Lovely Professional University etc. Lovely Professional University is one of the best institutes for engineering in the state of Punjab. So if a degree in B.Tech (Civil engineering) is what you seek, I suggest that you do consider LPU. I have sound reasons to actually make this suggestion. However such rankings are always Pan India and are not available only for South India.
