What are the best universities in the world to learn robotics (humanoid and nano robotics) and what are their criterias?

Currently I'm in b.e.(me) want to do master in robotics from abroad but confused about country and university, plz help me in this. I just want to get the best knowledge, not interested in job want to come back in India. No matter about language and culture. Also tell me about fee structure.
