    You'll have to pay fees for the remaining years if you are deciding to leave your course mid-way. It's because the seat you'll vacant, the college will not be able to fill it through counseling or something like that and they'll be in loss. So that's why they demand full fees. But if you are leaving your seat during the counselling only then of course you won't have to pay because the counselling is still on and the seat can be filled with another student.
