Transnational databases, like those in banking and human resources systems, can be managed by DBMS. Database developers are in charge of organising, running, creating, and upkeep of database management systems. You can obtain database developer abilities (PL/SQL) as part of your degree programme in RDBMS if you pursue any computer Science or IT graduate degree. -

In my opinion, any company with Telecom and Banking Domain Projects exploit the most out of an Oracle based Database and hence require high skilled SQL and PL/SQL. I am currently working in a data warehousing component of a telecom domain project where there is an extensive use of PL/SQL and query optimisation.
If you are searching for IT companies that are developing applications of their own using Oracle SQL and PL/SQL as a backend, then you can look for EdgeVerve (subsidiary of Infosys), Deloitte (mainly uses Database concepts for Data Research and Discovery), Amazon, etc.
