What are the career options after completing Masters in Public Administration

my friend wants to knw all abt Master in Pubic Administrator..its scope, jobs, which institute provide MPA degree. He has done BA this year with 45%.. pls help him....is that good for career? and which kind of job he will get after Done MPA, both Govt & non govt.??
