    If you are a +2 student go for B.A. in your favorite subject. And prepare for IAS in the mean time. If you are already a graduate and/or not interested in IAS then you must go for a MBA course. Few good places to study are IIM's, Lovely Professional University, Symbiosis institute. etc. Don,t worry you sure have a bright future ahead if you are a motivated and hardworking student.
