What are the chances to write 12th from Haryana board for some one studying 11th at present from he CBSE board?

sir my brother clear his 10th from haryana board than he get admissions to 11th in CBSE..but he want to do 12th from haryana board..is it possible?plz sir ur ans is very possible..plz guide us.
