What are the changes that I will get maths and computing in ISM, Dhanbad in the 2nd or 3rd counselling if I lag the closing rank by 50 rank?
My JEE'16 OBC rank is 2723 and closing rank was 2672 last year.

You can get into the BTech courses offered by IIT (ISM) Dhanbad through JEE Mains. However, JEE Mains isn't enough. One must clear JEE Advanced to get into any of the IITs. The same applies to the IIT Dhanbad admissions as well. To summarise:
IIT Dhanbad BTech Admission = Clearing JEE Mains + JEE Advanced + Participating in JoSAA counselling for seat allotment.
