What are the countries where there is no tuition fees? Do I need to learn their native language to get admission in colleges there?

Hello, Germany is the country which has no tuition fees for the technical education like engineering. Other European countries like Sweden, Poland and Czech Republic have cheaper tuition fees. But, it depends a lot on which course you want to study. So could you mention that to guide you better?
