What are the cutoff marks required for B Tech?

There is no minimum cutoff for B Tech. It depends on the respective college cutoff. Although for admission in IITs you will have to first get above a certain percentile (generally 90) then you are eligible to give JEE advanced exam. Then you need to qualify in JEE advanced exam that is scoring above a certain cutoff marks in each subject (maths, physics, chemistry) and scoring above cutoff as a whole after which you are given a rank and are eligible to sit in IIT admission.
