What are the eligibility criteria to be a lecturer?
If I do M.tech from Mewar University,Chittorgarh then Can i get job in lecturership in engineering college in Banglore,Pune,Gurgaon and Delhi as M.tech has been compulsory for lecturers nowadays.

There is no such rule that you can not apply to Universities out of your state for lecturership, so you can apply to the other cities provided you meet the eligibility criterion of the particular Institute you are applying to for the postion of lecturer.
