First of all, there is no such thing as technology law. So, I assume that by technology law you meant information technology law.
Information technology law is a transactional-based practice that addresses the issues that arise when companies develop, license, acquire, or sell information technology and computer-related products and services.
But cyber law is the part of the overall legal system that deals with the Internet, cyberspace, and their respective legal issues.
Cyber law covers a fairly broad area, encompassing several subtopics including freedom of expression, access to and usage of the Internet, and online privacy.

Well, cyber law is something which is covered under the Information Technology act in India.
There is no difference between the two.
The Act itself deals with the cyber issues including use of a computer and an online platform and causing harm.
Thus the cybercrimes are a part of the IT Act.
The cyber aspects are dealt by the act itself.
Also, the IT act deals with other technology related crimes and issues including the definition what is legal and illegal use of information technology.
